shouldn't be THAT hard. May have to mandate installation of a devise, or research weaponry for disabling a vehicle, or use satellites or pour money from weapons, the war fund/ministry, or some capitalistic political vacation fund to make advances in stopping fleeing vehicles or identifying criminals by camera... ways and means must be endless given all the ways I've listed which come from a person of limited incite and/or mental capacity! Jeesh. To families and victims of flying, reckless drivers: So sorry for your loss. 😥
