It's royal protocol I guess. Prince william is a prince, while the emperor is well the Emperor. The emperor has a "higher" status than William. It is appropriate.

@@jamesbarug8380 yes. But in formal greetings and rank, he is in no way to give reigning monarch just head bow. Even his late mother ( a crown princess) gives a formal curtsy. As i said, william are not the crown prince (yet), only a prince.
I hope that when William becomes king he will make his mother more visible, perhaps portraits from photos, etc. hung in royal palaces. Does anyone not notice that Diana, Princess of Wales has been rather swept under the rug because she chose to leave the royal family prior to her death? If he shows respect toward western handshakes you must show the same respect by giving a proper bow , even Obama did and he is no king or royalty . This is the oldest monarchy still in existence on the planet , far older than the British one, so in theory you should bow even more respectfully . The emperor didn't bow back because you are not a king yet, you are just a prince so he is still higher than you in terms of hierarchy and he didn't even bow to your grand mother because the British royal family is way younger than the Japanese one . In all of these battles, all soldiers under british colonies supported the war effort including, as you may have not known, indians.
