Eboshi rescued women from mistreatment in brothels. She was the only one who gave lepers a chance and treated them as human beings. She wasnt an evil villain, but a determined woman who would do everything for the prosperity and safety of her people.

This is a great film. The English dub is pretty good so it was a good choice. However I do think you took the joke of trying to rule the world too seriously, lol.
