Why do we not pay attention unless someone puts it into a spreadsheet? Watch any good craftsman -- they don't wallow in a filthy workshop where you can't find anything you need. Programmers are constantly making excuses for leaving shit everywhere.
Management loves engineers „that just get it done in no time“. And if there are bugs, you are the super hero that fixes them over night. There is no glory in prevention. Quality doesn’t shine. You may blame programmers for that, or invest into a healthy management culture and software development lifecycle.
