Actually I flew into vegas for lunch a couple months ago and one of the ground guys told me that all the airplanes with that paint were owned by the Venetion. I counted 15 with that paint, and he said there were more in hangars.
The Las Vegas Sands Corporation owns the Venetian Hotel. The Venetian Hotel was built on the original site of the Sands Hotel. I believe any hotel in the Sands Corporation can use the Jets if you bring enough cash to the table.
This is an executive jet owned by the Las Vegas Sands Corporation. I spotted this at Hong Kong Airport in 2014 - presumably Sands wanted to send people to their casinos in Macau, but why not just land at Macau Airport? It seems big enough for the 747SP.

The comment below said it. Sands Casino in Las Vegas. For picking up "High Flyers". You need to bring big bucks to the Casino to get picked up for "free".
They had to make the tail much larger to account for the shorter body and the change in center of gravity that resulted. Stupid/weird/disproportionate whatever floats your boat.
