Farmers of those states were used to burned down all the remaining parts of wheat which causes air pollution at neighbouring states. All farmers need some awareness of the importance of wheat straw. If the government give an alternative ways of burning downed the wheat straw like in this video, it will be helpful for people and in the state economy as well...
There's a young lady in Thailand who does this too .She chops the straw and boils it for 4 hours...then dries it and sends it to India who makes the dinnerware

So great In my own country Cambodia there have many many rice straw, some farmers they burned it, some take it for feed the animals and the other sale for money if have the company to recycle it, it's wonderful
