Certainly two guys can both give 100%, and one is better than the other, but they can probably play in the same league. I think how far you can go in developing any skill is mostly about how early you start and how hard you go. To really be good at something, training should begin when you are very young. You can still become really good with a later start, but the very best will generally have started the youngest, and I think that is what we refer to as "natural ability."
