What should we do if there is propane in the 1 lb bottle, but the threads are rusted and a fitting can't be screwed onto it? How about punching a tiny hole in the side of the bottle?

Ummmm, no. They are pressurized and will severely mess you up. A recycling center will take it full or empty.
