Employee hu aur mujhe 1 lakh tak cashless aur unlimited reimbursement milti hai... Abhi mein WB mein DA post mein join karta hu toh kya mujhe same scheme milegi..?

Can i get DA post at coastal areas? Like Vizag? And in departmental exams, local language for example Telugu test is compulsory? Because i cannot read and write only speak reason well i done schooling in kv due to all india transfers of father in railways so from degree only i end up in south AP.. so is there any alternative or what happens if cannot pass local language in departmental exam?
