His Q doesn't really do that much damage in the grand scheme of things and his fling is just a hard CC that some champs like Yasuo can pop off from. Singed also doesn't really put that much engage either. But man if you feed Singed is he even more annoying than ever...1v5's like it's just a Tuesday afternoon....
