Germany WAS the financial powerhouse of the EU when it had cheap energy. At one time before the SMO Germany contributed 44 billion Euros to the EU coffers for spending in most other EU countries. With the pipelines damaged and energy sanctions on Russian gas and oil, embargoes from the sanctions preventing trade with Russia THAT MORE IS GONE and German companies who employ thousands of workers are in financial trouble.

NATO is a Continental military organization and not a political one. The EU is a Continental political organization and should not interfere with the military aspect of the organization protecting the continent. The 2% of each Sovereign country would pay for the NATO organization as it now stands. This way, no EU country would have its own military and their fighting men and women would be under the NATO organization. This could also lead to them doing a stint of duty here in the US just as the US military men and women do a stint of duty in the EU countries. Separating the NATO organization from the EU organization would ensure greater security for all the NATO membership countries.
