Russia could have flattened Ukraine and finished it in a week if they wanted but that's not how they wanted to conduct their operation. If they chose to do that, the results would have been even worse than what's happening in Gaza or what happened in Iraq when the US and it's allies bombarded it in 1991. People say Gaza is bad, Ukraine would have been way worse and Putin knows this. He's not like the Americans and Israelis. He didn't want massive civilian casualties. Nato basically and they are not done.
