George Low said the same thing. You "drop the putter on the ball" to avoid hitting up on it (which would cause the ball to skid, instead of rolling).

we did this when i was a kid over 50yrs ago. the grass on greens was not nearly as smooth as today's greens. that little "pop" up off the face off the putter got a end over end roll on the ball as soon as it it settled into or onto the surface of the grass. some greens the ball would roll on top of the grass and other times it would kinda sink into the blades of the grass. the type of grass and moister content made all the difference.

I love that Lee vid, another thing people may want to try is a Foley tip on right to left try toe putting, I heel put my left to rights on little touchers and it works. I feel it's adds spin so you don't have to give up the cup as much. I use a ping true roll so grooves may make a slight difference but I feel it's how the clubhead reacts to the ball

I try to hit it basically neutral attack angle. When I've tried hitting 1-2 up on it i almost always strike it low on the face of the putter and it comes off weak and dead. Hitting even or slightly down on it you can hit it higher on the face which makes the impact feel more solid
