Not entirely true, we can actually fire quite some large shells in the Netherlands. The only thing that keeps us from firing them are the safety distances, those are very large. For example: to fire a 3'' shell you need 140 metres of safety distance. In Germany this would be 75. That makes it very difficult for us to fire shells in a lot of cases. Usually we stick to consumer fireworks due to the low safety distance requirements. But you can use single shots with bombettes at a closer distance. But you need another license to fire them.
