Which version of Python i should install to run Python script? Can i run the script from Dos prompt after Python installation or Python has it's own editor?

You definitely could do that! Either in Pandas itself (though sometimes that’ll confuse Excel to consider it text) or with Openpyxl to find out what the ranges are without opening Excel. I’m happy to share some code if that’s helpful!
