Bro it happened coincidently... Like if we take -b/a the the expression will become (-a-3)^2 right.Then when you will expand it, it will become (-a)^2 + (-3)^2 + 2(-a)(-3) which is same as (a+3)^2. i hope my explaination is good enough
Sir, at 1:56:12, if we substitute the options in the equations, we will get positive values for all right? Why don't we do it that way? Further, even in the new eq you had made afterwards, if we substitute 6, we will get 5 as the answer which is higher than what we got for 12

1.X axis is a part of domain, so we will check it through y axis... 2. Since here sign of a is not define.. So it could be upward or downward parabola... 3. In case the result is upward parabola then s will be empty and in case of downward S will contain integers that's why B option is correct
