Is one able to use either the 1) commitment-based savings plans and/or 2) savings plans and reserved instances AND shutdown scripts at the same time?

You can use saving plans and reserved instances at the same time. There is some way it works out which to use though, as it won’t apply both discounts, so you need to check how it applies the discounts. Shutdown scripts would seem counter productive as if you are paying for a saving plan commitment or a reserved instance you wouldn’t really save anything. You wouldn’t be getting the saving plan rate, and a reserved instance is kind of billed as if the VMs are running constantly.

If you buy reserved instances, am I right in thinking you don't need to turn the machines off to save costs?

Correct as the billing is fixed regardless of the VM being on or off. We've been using Azure in this way for the past two years.

Isn't the reservation only for the compute part? You would save on licensing if you shut it down when unused
