I also frequently use a Samsung Galaxy Book 360 for my on the go arting but I can vouch for the ipad pro being basically the best digital sketchbook in existence, the only reason I don't use it for everything is that I use blender A LOT and ipad OS is infuriating to use a power user.

Any Free Art Software, Krita while not perfect is a very good option and Clip Studio Paint is Frequently on Sale. The Photoshop Photography bundle is also pretty good if you want to stick with Adobe's Ecosystem.

(I'm an enthusiast amateur photographer, don't buy an expensive camera first!! The A6000 series, even old ones are more than enough camera. Buy your first camera from a used shop just be sure to test it thoroughly and haggle with them.)
