No Indian passport holder can travel to Europe, Canada or America without obtaining valid visa issued on Indian Passport by the country you want to visit. If Rahul Gandhi's passport does not have any valid visa to go to UK, Europe or USA, he will not be allowed to leave any Indian airport. If he has valid vias for UK, his passport will be stamped at UK airport on arrival, being an Indian . If he has british passport also, he must declare to Indian Government about it and surrender his Indian passport. Indian Government can only issue him OCI on the basis of his birth in India or from his father side. Rahul Gandhi is entitle to obtain Italian Nationality on the basis of his mother side. if he has Italian passport, then he does not require any visa permit to enter Europe, UK or USA for a visit. No body is addressing his Italian connection, which he is entitled and if he has, he is not declaring. The Ministry of Home Affairs is not telling the true picture about Rahul Gandhi and their data base has all the relevent information. This is a normal procedure or protocal to travel abroad with Indian Passport. This is my understanding. Please check the relevent information from MHO, New Delhi.
