But is uhuru not in charge? When you are employed as ceo of company the shareholders (citizens) expects you to direct and deliver the promise you promised. If you don't deliver, the shareholders can't get angry with line managers because they take cues from you and you appointed them. You have power to fire and hire but never used the authority accordingly. You never set standards of accountability from the word go and now can't be respected. You've made terrible decisions over and over while overborrowing to build infrastructure but forgot to invest in food sector.
