After server resets or newly formed governments you need a stable person like Andi to set a good foundation for the server, someone needs to do the boring and sensible things, so the government, the PD, and businesses function properly. Content mayors like Bobby are better after things work to bring some dysfunction and spice to the normal and mundane.

Cornwood would be a disaster. Fun would be illegal. Bobby would be hilarious for the week or two he would last. And would be a snooze fest.
