You can wealth > mentat > other to trigger Duke ability and use faction access e.g. your R1 hand

I implore you once again to look at tech row before picking the leader. It could change your entire strategy.

I highly recommend to take water peddler first round. Not only it gives you water once acquire it but you can also trash it in round 4-6 , getting around 4-5 water total which is huge.
