I gotta say, in the Wind Blows promotions, Siyeon with that neon yellow hair under her blonde hair (it's hard to explain lol) really suited her and I loved it! it completely suited the song, album and concept. My favourite purple hair has to be Moonbyul hip era, how she even died her eyebrows and got a slit in them! honestly it suited her so much ffs but, sadly, I gotta say, im not a fan of streaks. they stick out to me too much and (please this is just my opinion) look kinda cheap(?) I actually saw a few idols that looked bad in blonde. I think it's because sometimes people clearly can't do their job making blonde yellowish and as you said yellow hair looks rather bad. It's really important to use the right blonde. As well as for any other color you need to choose the one that fits your complexion.

I'm just going to put it out there, I despise it when people bleach their hair, but don't do a good job at it. For example, I'm going to use JiU when Dreamcatcher did the 'Bang Bang Bang' cover (don't come at me lol). You can see orange tints in the hair, and even those arent evenly spread out. The cover was great, but just seeing the bleaching job done there gives me shivers.
