As someone who was in the military, I only know what GWOT is because I got a medal named GWOT. I have literally never heard that term used in other any context. To Billy's credit, GWOT does encompass a (way too) large set of objectives. It essentially just says "if we can consider it terrorism based on very loose intel, we can attack it".
