@@Canontre3 yonko aren't stated to be above either, but while yonko isn't about individual strenght, admirals are canonically individual top tiers choosed by the wg for balance the yonko So from the point of view of possibilities and military power admirals are stronger or equals, and indeed someone like buggy wouldn't have be able to become an admiral
