I've been to Fushimi Inari shrine in late afternoon and at night. Yes it can be a little creepy at night since there isn't much in terms of lighting. However, I found it pretty cool as long as you have your phone light. The photo opportunities are better at night than day. I would give S during day and maybe B/A at night
I visited Arashiyama bamboo forest super early, like during sunrise, and it's surreal without the crowd. And yes, Fushimi Inari is definitely A+ tier during the day. But NGL night time actually sounds fun.
