The willingness to drive change for the common good is a hurdle for many African governments. Think about the impact of identity, payments and single repositories of data in countries dealing with corruption. It would be massive exposure for some in power who prefer to have their nefarious activities hidden behind layers of bureaucracy and stockpiles of paper. 3. Culture change always seems to be the most challenging part of transformation. Some people would rather remain "relevant" than share knowledge or adopt Enterprise Thinking. It is a journey.
