Well, the rant is familiar because it's a really common issue. Jungle has too much power over the game. Killing a player multiple times in a row was nerfed, but respawn timers of jungle camps was not buffed so for junglers that doesn't matter since ANY kill will give more anyway. So they can just mindlessly spamgank while also being fullhealth bcs of the jg item. TLDR: Too much power in jungle role. Needs tuned down, needs to be forced into a more farming playstyle.

The fact that you can endlessly clear and gank without taking dmg from camp is a really big problem in my opinion,basically any jg can go clear from lvl 5 and get more hp then they started with which shoul be considered by the UN as a war crime.
