@Jason Hua It only happens at fort zancudo in gta v, in Gta sa you could be in LS and have hydras try to take you down, hydras would spawn at 5 stars while in aircraft

Those large speakers are LRAD 100X's that make a high pitch ringing sound as well as a megaphone on steroid's they can reach 137 dB while the largest LRAD the 2000X can do 162 dB.
It's called LA... Or just California in general. Most people drive like assholes and think they have the right of way. Could be the same for any state with a major city in it.
