id love to buy this truck, but I just cant justify that price ($38k) .. especially since it was barely driven. maybe if it also has a great service record of them changing the fluids

You can find this with nearly 300K for that much. How do you figure this truck is worth $15K with 25K miles? How many 1996 F350 powerstroke likely even exist with only 25,000 miles?
The problem is that nobody is going to finance a truck this old. Even with the low mileage, most banks will not finance it because the vehicle is far over the age of 10; miles don't matter in the end. Unless they are doing in house financing which most of the time leads to high interest rates or the person has money up front(and even then, if you're going to pay $38,000 for a 20 year old truck you might as well just put that money to good use and just buy new or stroll craigslist and see what you can find for much much cheaper), there really is no point. It is a nice truck, yes, but not to the tune of $38,000. That price would have been reasonable in the year 2000, but not in 2017.
