I think a simple shapeshifter killer is good enough. He lures his victims in, kills them, takes their appearance and acts like that person while looking for more victims. Just something simple that can help cause a bit of paranoia around ( specially if he acts slightly suspicious ).

The cereal bomber is such an interesting character. The dude just compulsively put bombs in cereal boxes even at the expense of everything he owns. This guy gave up the van his father gave him and the clothes off his back just to blow more people up. Makes you wonder what's driving him to do all this. I'm guessing it's revenge. He's like the quiet kid, but instead of guns, he uses bombs.
