72 mhz radio. ghz wont penetrate the water but 72 mhz doesn't have any problem.

FM signals can penetrate fresh water reasonably well. 2.4 Ghz will not. With an FM receiver the antenna is wrapped around inside the hull. With 2.4 Ghz a tip of the antenna must be above the surface at all times.
