(REACTION) Bibbidiba - Hoshimachi Suisei (ビビデバ / 星街すいせい) 

apparently its something called `rotoscope` they used to do this in cinema back in the day with the very first animations in movies. they basically film real actors then draw the `animations` over the actors while editing the scenes.
