across the period we check electronegativity order, like negative charge on more electronegative atom is stable, but down the group we check size because size change is considerably higher than in a period (due to addition of shells) so it overrules the electronegativity difference. but in a period, size does not vary that much so electronegativity is considered. hope this helps!
