I think these 3 black figures are the Norns: their names are Urd (fate), Verdandi (the becoming) and Skuld (guilt; what should be). That means: past (Urd), present (Verdandi) and future (Skuld).
A couple of things, i would like to point out: The three figures represent the norns Udr, Skuld and Verdandi, roughly representing past, present and future. They have an ever changing face and no discernable shape. The "reapers" were, quite literally the band members in the final verse. (You could interpret this as time just is, it doesn't kill, people do that) Time was represnted as rough sea (did you notice the sky mirrored the water?) and, as you noticed, the flowing sand (the birth scene is shaped like an hourglass). Everybody navigates that flow blindly, although everyone deals with it differently (fighting it like Till or stoically like Oliver and so on) The daughter gets to see all that and play with it for a short while (after dying) before she vanishes inside the flow. The sand faces of the band show how we shape time for a short while before vanishing. In the end crredits you can see, that the faces and the sculpture were actually done by artists and not CGI.
Would like to see your in depth view of the video. - I view many Rammstein songs with not only one layer of meaning or purpose. In "Zeit" normally everybody can see the sadness, and the subject in Zeit is our limited time to live in this body and on this planet, when ur young u cant see it properly like when your getting old above 50 year of age, the beings that are old becoming sad and start to be more serious, because they running out of time.... während am Ufer Stimmen zu hören sind die von der Unendlichkeit erzählen, aber sagen diese Stimmen etwas Wahres oder täuschen sie sich und andere? Even "Dicke Titten" has a sad meaningful layer.... why Till is blind in this video?! The man runs after sex because he cant see the beauty of the world he lives in. There you have again this very often appearing two layers, thinking its a fun song but sudddenly it hits you. That is what Rammstein is doing very nicely.
The fact is that time does not exist at all. Time is an abstract concept, much like mathematics. All kinds of changes are happening, interconnected or not. Chaotic or orderly. Our life is a continuous change. And it certainly has an end. To somehow describe and make sense of all this, people invented time. And now they consider it to be something unified. It's like ether, the ancients thought that the world floats in an ocean of some kind of ether. But there is no "ether", and there is no time either. Every change we see is different in nature and has its own meaning.
