I only recall him facing one Pain alone (Animal Path) before calling for (powerful) back-up. Pain returned the favor (3v3). i'm not really sure what you're talking about. Danzo is about as evil as they come. He's not even really trying to protect the village he just wants to become Hokage. He doesn't care about the lives lost he doesn't even care about any one in particular in the village he just wants to be the leader. He got a whole clan murdered, he plotted to get a group of peaceful teenagers killed (Yahiko and old akatsuki) and he got shisui killed just cause he didn't trust him with his ability that he himself in turned abused in order to gain power for himself. If he's not evil then i guess no one is.
