What really sells that moment is Kino can still smile for just a moment right after saying "I can't swim.", since it was always his job to make sure his crew lived.
Emme’s reaction is so genuine. So many people just don’t understand what it’s like to not know how to swim. Everyone saying someone could just help him, or just jump and kick. You just don’t get it. I feel for Emme still not knowing how. I didn’t learn until really late and it took me a long time. There were tons of people who were very insensitive and just didn’t get it and made fun of me and thought I could just get over it. News flash, those people were not the ones who helped me. I had to make the decision on my own and seek guidance and support from people who were kind and patient with me. The amount of people who would just push you overboard in an instant to prove a point is astonishing (just from my own experience) and those people instantly lose my trust. They’re no longer a safe person to me. Sorry for the rant, but this is so real. Broke my heart when Kino said that.

Seriously. There's a reason why it's not advised for someone who isn't a trained lifeguard to try a swim rescue of someone who's drowning. And even then lifeguards use flotation devices to help.
The first half of the show feels more like Blade Runner than Star Wars, but the second half it does feel more like a darker Star Wars as advertised. *spoiler* The prison is in the middle of an ocean. We don't know his fate. He may have remained trapped in the prison, or he managed to be carried to shore by another prisoner, or he did just drown, though I highly doubt that he is dead yet.
