The no soliciting sign blocks the wandering trader from spawning, so that would keep him from a possible chicken getter. From what i have read on the forums, you need to be at level Y 65 or higher or use delightful dirt.

I'm glad I'm not the only one struggling to get chickens. I've spent easily 8hrs so far with a huge area of grass with water, and no luck spawning chickens. I got lucky enough to pop a lone rabbit, and a pair of sheep. But no chickens 🤬
