Wow, this is a hiccup because Rwanda has always struck me as a very efficient country. I can only deduce the reason for not having a master plan is probably based on the fact that the airport’s completion date hasn’t been concretized. Next year I would definitely be visiting Rwanda because I have read so much information regarding the growth of that country over quite a few years. Thank you for your concise information. As a foreigner, you are allowed to purchase one property for residential purposes only. Any additional property purchase (including for business) requires that you obtain an investment certificate. You can research online what is required to obtain an investment certificate in Rwanda (as there are a number of requirements), and you can also email the Rwanda Development Board (RDB) to ask specific questions, etc.

So if you want to buy your first plot, that comes with no issue (no matter the size), but for the 2nd plot (if you want one) that comes with all the issues you mentioned? What if you don't want to use your 2nd plot for commercial or agricultural and just residental, would you still run across the same issues? Thank you.
The video was specific to the Bugesera District only, to bring forward the point that there is currently no Masterplan. There are several other areas in Rwanda that have Masterplans in place. You have a lot of questions because you do not understand the requirements put in place for foreigners purchasing property in Rwanda. As a result, you will need to speak with a Rwandan realtor or attorney to have all of your questions answered regarding purchasing property in Rwanda as a foreigner, procedures, size restrictions, etc. If you need to speak with a realtor, you can reach out to Jackson whose information is at the end of my video on Oasis Park Apartments.
Heyyy I’m a foreigner from the uk and I bought a land in bugesera which is next to the new airport they said I need to get a letter of conformity but due to the master plan not being out I can’t even get my title so do you have any news yet if the master plan is finalised ???
Hello, I have not heard that the masterplan is finalized as yet, however, I also have not checked recently either. You will need to reach out to your realtor and/or attorney and have them check and advise you on the current status of the masterplan in Bugesera. Blessings!

Hi Yvonne, a foreigner who is not a resident can buy their first property as a residential property without the process I described in the video. Once you want to make a second property purchase, you need an investment certificate. It is best to correspond with a local Rwandese realtor or lawyer to answer any questions you might have regarding the process, size of plot, etc. Thanks

Thanks for your prompt reply. I plan on checking out the area this weekend. Any advice on how or where to locate properties in the are for sale. I was in Musanze for 3 days but because of language barrier, I couldn't even find a single housing agent in the city, how much more a person who knows someone or knows how I could at least, find a place to rent in the city, so I could figure things out myself. Here in Kigali, you either own your own place or pay ridiculous Western price in rent or Airbnb. There's no middle class apartment rentals. In summary, I'm looking for a residential land, a decent home or apartment for sale in the suburban areas. Here in Kigali, apartment for sale are ridiculously over priced, yet they're not completed and ready to move in.

You can check the end of my video on the Oasis Park Apartments for one agents info at the end of the video. However, you will need to reach out to at least 3-4 agents to get a sense of the market and availability. You can find various agents online, youtube, social media, etc. Kigali is quite expensive...and note that agents in Kigali will not know the real estate market in Musanze. They might be able to refer you to an english speaking real estate agent in Musanze however...so, the more you network, the more you will find out. Good luck on your search!

Thanks for your comment. When you are living outside of your home country as a foreigner, laws can change in any country (including the Caribbean/other countries). As a result, it is best to stay involved with the locals to know and understand the changes as you encounter them.
