The dismantling or transfer of load-bearing walls for the unification of premises is prohibited. But the wall can be replaced with several pillars - the space will be freed up and the area will increase.
During reconstruction, only repairs of existing load-bearing structures are allowed; it is forbidden to demolish existing ones and build new ones.
Unofficially, lawyers recommend not to bother with a notification if the alteration of the building does not change its size, does not violate security, does not exceed the parameters of the permitted construction and does not affect the rights of third parties. But it should be your choice and your responsibility.
You can make major repairs without notification, but if you are going to significantly repair (change the number of floors, etc.), then you need to notify about the reconstruction.
There is no need to send a notification about the replacement of the roof: the roof does not belong to the supporting structural elements of the building, so the owner will always be able to prove that it was a repair, not a reconstruction.
No approvals are needed for structural changes to the roof.
