I noticed that there is a change, and at the moment I cannot find the full ISO image, which with RHEL 9.3 was over 9 GB in size. I haven't installed the RHEL boot.iso, but I guess you'll need an internet connection to do the installation. I will check it these days, so if you have any problems with the installation, write. The 10GB ISO image contains the full version of RedHat. The 990MB ISO is bootable and contains the new RedHat installer, allowing you to install it. However, the installation process requires an internet connection. I'll make a video in the next 2/3 days about it, but if you're in a hurry, you can try before then.Greetings
