I recently bought a 16mm print of Red Riding Hood and I'm pretty sure it's the exact same print (though it seems to be a duplicate of another print with those splices, since they aren't on the film itself).

According to BCDB Disney did sue Van Beuren whom for the record were responsible for the short. I think they ultimately settled out of court after Van Beuren agreed to not make anymore shorts with the mice.

I believe they did eventually regarding their Milton and Rita mouse characters, but it's all very murky as Minnie and Mickey's designs weren't exactly that original when you look at the early work of Paul Terry
