In the remote coastal communities of the Southern Philippines, illegal economies and practices are fueling environmental conflict and threatening one of the world’s most unique and endangered marine ecosystems.
Porous sea borders and weak governance coupled with rising economic hardship are pushing more and more people into an underworld that is profiting from the riches of the sea. An extensive criminal network is exploiting vulnerable coastal communities through illegal activities such as the smuggling of endangered wildlife and subaquatic gold mining. However, on Palawan Island, former fishermen have created their own PARA Enforcers unit which sets out to patrol and confront illegal fishing crews which are a vital part of the supply chain for wildlife traffickers. Led by Efren Balladeres, the group which is staffed by volunteers risk their lives to catch fishers in the act. But with huge profits being generated from cross border wildlife smuggling, the work of Efren’s team is becoming increasingly dangerous.
In southern Leyte, an environmental conflict left over from the country’s colonial legacy is destroying the coastline. Subaquatic gold mining is practised by most men of working age in the impoverished town of Pinut-an. Many of the divers who were once fishermen now mine gold on the seabed floor because there are no more fish left in the region. This underwater El Dorado poses many hazards. Miners risk death as they free dive to as deep as 60 feet to plunder boulders and rocks in underwater tunnel systems in search of the precious metal. Due to its archipelagic formation, the Philippines remains difficult for authorities to achieve complete surveillance over its far reaching southern provinces. In the remote region of Tawi Tawi, the final gateway before the sea border with Malaysia, the Marines and Maritime Police are struggling to close the smuggling and trafficking corridors that flow through the area to reach international waters.
With unfiltered access, this film delves into the hidden corners of the sea in areas of the Philippines off the well trodden path of tourists and visitors. As competition for resources on land intensifies, more and more people are turning to the sea with exploits which are harder to police and trace. This film will offer audiences a rare glimpse into this last untamed frontier at a critical time when our seas are in the greatest need of protection.

As a Filipino, This is heartbreaking. Hope the government would give alternatives so People won't do illegal activities that destroy the Natural Resources. Poverty shouldn't also be an excuse to do this horrible things. It's frustrating that we can't even do much in solving this type of problems.

Thank you for showing this documentary, these type of fishing, both bombing and using compressor is illegal in mostly of the country of the world and specially here in The Philippines, but still no one do anything to stop these fools. I love the Philippines as my second home and these stories hurt because they are the truth, yet it’s worst when you realize that people just accept these situations as being “normal” because they’ve seen these things happen since they were born. The question is; how can we change the mentality of those accustomed to accept corruption and crime as the inevitable and unchanging laws of the land? The Filipino people are very smart with the average person having at least one marketable skill but the educational system never teaches them to take advantage of these skills… so many think that crime is the only option left. By experience I know I couldn’t come in and just find funds for that school to thrive only because I’m not Filipino nor speak the language and it would be a “great embarrassment” to the local leaders if a stranger / foreigner did what they couldn’t or wouldn’t. The only way to get past this “embarrassment” is to bribe these so called leaders, and the people accept this as normal.

So sad to see now in palengke (wet market), tuna barely the size of a sea bream 😢 The seas around Luzon have become dead zones because of dynamite destroying the reefs, and overfishing the resource without even letting fishes breed...

The PH President left the BRI and - he has confronted China way more than Duterte did. PH is siding with Japan, USA, Taiwan, and Australia and India, etc. building strong allies that will also confront China.

Gold, that might work, "fishing", not a chance. The problem is a combination of scarcity and over harvesting, a problem around the world. These illegal groups deplete their region, then take over others who are already struggling or managing properly and it snowballs. The only way to truly stop is an org or gov stepping in.

I was frustrated in my country although we are surrounded by seas, we still have struggled the high price of fish in wet market. As of now the government is importing fish from abroad which according to some source of information those fishes are coming from Philippine Sea also. The local government is not capable to prevent illegal fishing for they are also incapable public officials as whole.

My father who grew up in rural Guatemala tells me that fishing with explosives was a common practice in his youth. Very dangerous thought.. he tells of one man that was diving while an explosive detonated under water killing him along with the fish

I have no problem with dynamite fishing. The fish and corals will grow back again. Cyanide fishing is dangerous though. No one wants to eat poisoned fish.

It is one of the poor provinces in the Philippines but look at the other side of the Philippines, there are big skyscrapers and bussinesses, railways, expressways, bridges and highways and you don't have them. and among the fastest growing economies in Asia. There are many rich cities and provinces and strong industry. so don't judge the Philippines just because of a documentary.

You are right. I have traveled over 70 countries . I often talked poor people and hear difficulties how they live while I travel. It’s an interesting thing I embedded watching this video two days after I came back from Philippines. It is such a wonderful country. Ocean life is so beautiful there. Somehow we need to stop this nonsense. This selfishness is destroying our earth. Nature lovers, we need to protect our ocean before it is too late. Let’s do some homework to stop this craziness.

Blame it on the corrupted government. It is a sad thing to see poor Filipinos having to fend for themselves in living from hands to mouth all these long years. Manila is basking in glory with elites and is a politically corrupted US culture. Nothing much was done to improving the infrastructures and economy. In this regard, Indonesia is doing better now with a good leader of integrity and love for her country. Philippines has natural resources and manpower, could be put to good use.

The Philippines could be so much more but I believe the government wants to remain corrupt and not provide the tools and infrastructure to get out of a 3 rd world country status. It could be like a South Korea and self sufficient and really do something for the world instead of millions living in poverty, leaving to be ofw or just living paycheck to paycheck and that’s in decent areas of the county. I’m married to a Filipino and have visited. I wanted to like the country but it was very sad. Do better Philippine gvt, raise your ppl up.
