It tells you how many items you have in your inventory in total! It just sorta appeared, so I don't know the threshold on when it appears. It counts everything in your inventory, including equipped tack and accessories.

Saddles need to be crafted. You can find this section of the game in your backpack. At the bottom, you should have a button that says "Craft"

Use the Training Quest NPC (Stephanie). Using her, you can make up to 1,000 TR per hour, which is far more than you'd get in an hour by just running Cross Country or Flatwork over and over again.
