I'd say Penny is for those matches where you start with a basic dragon and/or removing an Ogrepon without losing all the energies attached. Also, maybe for an extra draw, after you Penny an Ogrepon, you bench it and use their ability again?

The Penny is in case you’re forced to lead with Raging Bolt at the beginning of the game, it can’t attack due to energy cost and becomes a sitting duck if it’s ever placed on the bench.

Penny is mainly for if you start raging bolt, you want to remove clef fa or mew in the Dragapult Matchup, or if you want to heal a Ogerpon. It can also be used to clear a bench space in case you need another regi, oger etc.
