This is the start of a small series where I talk about the process of registering an electric bike as a Moped (light motorcycle) in the UK. The scheme that exists in the UK to allow a self built bike to be tested for compliance is called the Motorcycle Single Vehicle Approval scheme or MSVA.
It's not a trivial process and requires the builder to follow a set of guidelines in order to make a bike road worthy.
I decided to start this process to get my bike on the road as a motorcycle for numerous reasons, the main one being road presence (the ability to ride in the center of the road) and also as I will be using this bike as a secondary mode of transport when I move to a more rural location.

The main attraction for ebiking to me since i have been doing it for 17 years now is that you are totally out of the loop, no tax, insurance or MOT you have the freedom of a pushbike with the power of a moped to get you out of trouble and get as much exercise as you like. Turning an electric bike in to a road going moped will mean you wont be able to ride bridle paths and some of the trails you currently enjoy, you will be a relatively slow motorbike taking the lane, if you want to properly safely mix it up with traffic as an electric motorbike you need more power than you have to be safe IMHO. Why go through all the hassle and why bother about the legality of anything as you currently ride your electric skateboard and your electric quad bike illegally, electric skateboards are not legal and IMHO should not be ridden on the pathways and are not safe on the roads with the little wheels and limited control. Keep your ebike as a bike and dial down the speed on the main roads and open it up off road, I really enjoy your videos and was surprised by your apparent enthusiasm to make your bike road legal.

But you have to realize that just because you've swapped gas for electric, you're still riding around a moped, no matter the change in conventional form factor. MOtor PEDal. Operating in this type of legal grey while continuing to push the limits of power and speed is what's irresponsible. Why _shouldn't_ electric bikes of, say, 1001 watt of total power and above be considered a moped? You can do 30-40mph on say, a Cyclone 3000W system. And let's face it, _most_ electric bike installations are in the 350-500-750W range. Maybe a 1000W hub equivalent.

Just like combustion motor powered bikes the government likes to regulate anything over 50cc it would have to be for off road only, or meet street requirements and be steet titled and registered. Iam pretty sure as electric powered vehicles become more common then combustion powered vehicles they will find a way to regulate

i give up my motor bikes after 27 years for a electric bike. i am done with DVLA Insurance & TAX & MOT. i will never register my e-bike with DVLA. they will own your electric bike when you have registered it with them like your car and motor bikes. i do 20mph on road. but when this nut job of a electric bike is off road on a track 50-62.2 mph and what a buzz it is.

I did the opposite, my first motorbike was electric and my thoughts are that: - You mention being done with tax. Taxing an electric motorbike is free. You literally go online, type in your reg and the number off your license and click done. Whole process takes like a minute. It's so easy. - MOT, I wouldn't know. My bike won't be in for it for another 2 years. Though I don't think it's that expensive and it takes no time at all. A properly maintained bike will pass every time. - Insurance fucking sucks. Less than 5% of the underwriters even gave me a quote and they're outrageous.

@@Hirotoro4692 you will need tax eventually, that's money the government are missing out on,they've already done it for new hybrids that were once free. Mot you will need after 3 years of registration,and insurance you will need if it's registered ,side note even a push bike you should have insurance because even if it's not your fault you will have costs to cover if they take you to court,many many thousands of pounds..liability insurance. And soon electric will have duty slapped on to make up for the fuel duty,the unfortunate people that already struggle with eating or heating will suffer so much more from it:( i personally have a licence insurance and tax for my car so i definitely won't be doing it all for a second time for a electric bike of any sort,riding it free at my own risk. Had enough of being bent over

I can do 15.6 mph in a very low gear on my cycle, who chose that speed?! And since motors have controllers (converting dc power to ac drive), limiting the continuous motor rating (not the controller) just makes the motor melt on very steep hill climbs, especially since hub motor efficiency drops as the speed falls below about 10 mph. I'd say a pedelec with 20 mph (32 kph, like Canada) and at least 500W continuous assistance should be road legal in the UK (still less than 1 horsepower)

I got a similar headlight for my motorcycle. I don't use a backshell, as your bike is very angular I think it would look better than the domed light. I cut and shaped two brackets of 4mm alloy and glued them between the cooling fins.really works well.

Hi Andy, I'm very much interested in this process especially total costs, along with the new running costs of your bike including insurance and tax. However I always thought the purpose of an ebike is the ability to ride it where mopeds can't?

Thank you for this video you are not the only one that wants to do that. First time i buyed a 1000w rear engine and I installed by miself looking 10 times on RU-vid how the conversion kits are installed after that I came in UK.Beeing in UK I sayd to myself I should try BBSHD and I buyed BBSHD instaled on a cheap Chinese front and rear suspension the brakes broken,suspensions gone front and rear finally I change the bbshd to an Cannondale bike with hidraulic brakes and Rockshock front suspension and happy that I have and today. So i’m A lover of e-bikes and how the people say you must to be crazy to do that. Maybe in their mind because for me this is very normal because I grow with a bike. I want to buy an 8000w Alliexpress bike do you think I can register it if the seller is not providing with certificates for riding the bike in uk?

for the lighting system you can search for the Tusk dirtbike lighting wiring harness it comes flasher relay. and use a DC to DC converter

Hi Andy, thanks for another very informative blog, it's definitely something I'm going to look into as I would like to make road legal E bikes for people that want to use them regularly on the road, so good job buddy! My bike build has come to a halt because I don't know how to wire the throttle with the 3 stage switch to the Sabvoton that you used to have, please could you tell me where all the wires go? The wires coming out of the throttle are Red, black, blue, brown, green and yellow???

+Richard Naylor good stuff, something I've been thinking about it, this complete road legal build I am working on could eventually be offered. It won't be cheap but it's infinitely better than a crappy moped/scooter. We should talk. Blue, white and black will likely be the throttle. White is ground, blue is 5V and black is the throttle sensor. The other 3 will be the 3 position, I would put a meter on them to figure out what poles of the switch they are connected to.

Andy,if you have too many problems you may be able to use a use a registration document (V5) including the registration number and frame number from a moped and change the engine type to 4Kw electric from 49cc petrol.It's only an idea and it may open up to even more problems.Special Vehicle Type Approval is an absolute minefield. Can I ask about the details of your ebike as I have been considering a similar build.I would love to know some details about it.

I am afraid that the VIN plate will not be sufficient as it is too easy to drill out the rivets and re-attach the plate onto another bike frame. So, stamping is the only way to go. And, it has to be done onto the main frame itself, not on the rear swingarm or subframe. I used to work at the Finland equivalent of MOT and I am somewhat familiar with the EU directives, although there are many exceptions within the member states.

You can fit indicators in at the end of the handle bars so they shine forward and back or all round then you only need fit two rather than four

hi andy what watt is your hub moter? and whats the top speed. iv just bought steayer enduro its has GT3000 EVEL BIKE HUB and will pull to about 45mph. only running 48v 40 ah. how do i make it do wheelies seem bit num at bottom power range. im no expert when it comes to electrics.

+Daniel Booth hi, that motor you have is probably more than up to the job for short power bursts and the secret to increasing the bottom end power is to increase the amps at your controller. To make it pull away like a demon you really need to pull in excess of 100A. To give you an idea I'm running 84V and 180A and my controller allows 350A phase current. That's about 14kW of power after losses and battery voltage drop.

Hello the vin plate i think you will find has to have weight of moped and power to weight ratio and this can be glues or rivoted on to the from on the Off Side use to be N/S but EU I think changed it. and has to have the same chassis number / vin number pin stamped or punched onto the frame. This then is very hard to grind out as it alters the metal structure below the metal surface. I build trailers and have to fill all the paper work out from the DVSA (DVLA) for IVA or Individual Approval Certificate (IAC). I personally think they just love changing things so it just costs industry more to build anything and to confuse or basically make you pay again as you fill out last weeks form because we changed it again had that a few times.

Cool!, I've yet to inquire what classes there are for things like Mopeds and assisted bicycles in my Area. A VIN and registration seem fair for a 20-25mph avg speed (10-15 uphill😧👀) I dont expect that a license or plate would be required for my Class bike being basically a Bicycle still, the motor Mainly assists with pedaling and a 'Better Flow in Traffic', which is a Huge relief compared to using regular bike. As for Safety, helmet and more importantly "Signaling for stops and turns!" (even better with lights!) I favor pedaling at slow speeds on sidewalks with my bicycle assist* than trying to claim a center Lane in the Street with fast or heavy Traffic, especially with how slow the acceleration is. Even Hand signals go a long way to get everyone on the same page on the road and particularly at intersections. Cool Video!👍

Hey Andy, good idea pal! i feel exactly where you're coming from doing this. always looking for the police behind you, worrying that your bike could be seized. i used to just start pedalling hard and slow dow when i see the police lol. I really need some help getting my bike back working. its been sat in my workshop in bits gathering dust. as its a chinese import no-one wants to touch it. any companies out there only want to look after there own manufacturers bikes. You must of learnt a lot about these bikes always tinkering with yours. If you can help a brother out, would be much appreciated. Plus we could go on that ride together maybe ? i know your a busy man as am i. keep up the good work matey.

CBT is valid for 2 years With motor bikes they dont need indicators also if you have just a brake light you can get it MOT'd for day light MOT If you have headlight fitted then it has to be working and it will be tested for a normal MOT

Hi Andy, I'm thinking of building an electric motorcycle and going through this process. In one of your videos you mentioned a company offering ebike insurance but can't see any information as to who they were. Any chance you could share? ALSO, I did find one company "Lexham" that offered ebike insurance, but they along with one other company wanted to do the make and model of the bike. How does this work with the electric bikes. Did you have any trouble down the road with insuring the bike when they ask for the make and model of the bike as of course I guess they wouldn't have a make and model. Many thanks

you should put the number on the frame, i don't think it's a good idea to put it on the rear arm, those can be replaced (even though obviously frames too)... but they usually put it on bottom bracket tube of the frame or on the front of the frame, the steering tube, on the side. of it, i know that's where they usually put it...

A moped is 49 cc above that is a motorcycle ,,so a 125 with cbt, would have to display l plates thanks shane

+shaneweightman hi, actually according to the manual a moped is a 2 wheeled vehicle with an engine no larger than 50cc and a max speed of 28mph. If it's electric then you are allowed 4kW, this is where it gets interesting because 4kW on a 40kg bike has motorbike like acceleration and will outperform any moped. I am restricting mine to 4kW and registering it as moped. I also have the moped entitlement on my licence.

In the uk any e-bike over 250w can not be used on public roads, unless properly registered and insured with an appropriate licence.

Here is my take on powerful E-bikes. If you stick to 20 - 25 mph on the roads and ride defensively, and open it up off road, or on roads that are out of the way, industrial estates etc. Your probably not gonna cause any problems, and are unlikely to get hassled by the popo. However if you ride past the police at 50 mph in a 30 zone with your balls hanging out giving them the finger then your gonna get pulled. Use common sense basically is what I'm saying. But I would be interested to see your progress, I see this as an experiment to see if its worth it or not, I.E cost of insurance, Mot, Registering etc. If its really cheap to insure and not too much of a pain to register and modify I might do it myself. I would enjoy the freedom to ride on the roads at a decent speed without worrying about getting flack etc as I do see where your coming from. But If it turns out to be a bit too much hassle then I will side with the other people's comments below lol. But at least your putting the effort in to at least see if its worth it or not, rather than instantly assuming its too much of a pain. I wait with anticipation!

StealthyMonk registrations of birth are for loans that are offset for the amount of tax you will pay through your whole working life. They get billions on the strength your paying tax your whole working life.

Andy, next time you need top get through to the DVLA, call their normal 0300 number, then press nothing through the menus. After a wait, it will assume you have an old pulse phone that cannot do menus, and put you through to a human. Result ;)

You have to do a CBT to ride a 50cc or 125cc.

While I think that the 15mph and 250w allowance for an electric assist bike is totally stingy, and IMO the threshold for an electric bike without insurance and a plate should be 28mph and 1000w, but some ebikes can be putting serious horsepower down onto the road.

The easy way is to buy a cheap 1000-1500w scouter and modify after register with a 5000-8000 electric conversion kit but it needs a bit of engineering there not everybody can do it.

Put the Vin number on the bottom side make them have to get in the dirt and look on the underside don’t make it easy

I have been looking at doing this, after all it’s only a matter of time before the plod start rounding up and crushing, which will be gutting :( . The laws unfortunately black and white not shades of grey. Its not even legal to ride on bridal paths or any public space in the uk.

if you regastair bike as pit bike with day time MOT you don't need lights or indicators. my vin no is on top of frame not good looking to good

it will end up a Q plate if you do, and the offside is the right hand side not the left as you pointed to a coulpe of times in the video, i would not register it i would just leave it as it was.+ the number is ment to go on the right hand side of the frame/fork yoke.

"don't need L plates, no CBT or anything" only if you passed your car test a good while ago. Or just take your CBT to augment your car licence and it'll give you category P permanently (no need to retake CBT) again no L plates required with that.

You would think that the government would be biting your hands off to get this on the road. With the new laws on diesel engines coming in. Price the bikes reasonably and you could make a packet.

In the case of bikes like this they’re above 250watts & are classed as a motor vehicle needing insurance etc. If this isn’t done the rider is on public land he is liable for prosecution

@@gasmanrus California, US. We have a 750w 20mph/32kph limit for ebikes to be legal. My bike however is like this one @ 72v 10kW. I usually zoom around like a motorcycle up to 65mph, but throw it in 750w mode, or go slow enough on the boardwalk so I don't end up with a citation.

@@DaveDuzzit hopefully one day the limit here will be raised. My bike too is 72v but can select modes all the way down to walking pace. California is on my list of places to visit one day! Venice beach & San Francisco etc

Buy a old moped and convert it to electric maybe.The number plate will look massive, rear refector, horn, maybe need a second kill switch on the bars.

The minute you register the EBike as a vehicle you can say goodbye to all the fun you have with it, gone are all the green lane rides, nipping on the path to cut through a intersection, you will basically end up with a motorbike that has alot of restrictions, so why not just buy yourself a motorbike and have the thrill of some true power ;) Ive spent 30 years riding motorbikes, im looking to go down the Ebike route so im not restricted with all the laws currently in place

Yes I actually decided not to bother registering it in the end but having indicators, decent lights and brake lights are good for riding on the road it helps you to be seen and car drivers seem to treat you with a bit more respect, I suppose because they are trained to look out for these signals so they react accordingly.

I would weld a VIN number into the frame. why would you not. Yes I want to do 30mph on an ebike because thats less time than the car. I want to register a bike I'm building and its good to find the same pointers . This is possible, we can do it. Beautiful UK e bikers. its le2 >28Km/Hr i want to do 45Km/Hr . This is an egold rush

In the year I've been riding a Zero FXS I haven't had anyone try and wipe me out. You meet plenty of idiots, this is true, but it doesn't matter what you're driving, you'll get tailgated and cut up, this is part of modern driving.

cool vid! I am also upgrading my ebike with lights. I wanted to do it off the bike first , but ended up with my solder iron on the bike! I do not plan to make it road legal, but I want front, back and brake lights, and maybe turn signals one day. I just wired front and back lights with a switch on the handlebar. I am about to start the brake light.. but curious how you will set that up.. magnet sensor? without interfering with the existing ebike brake sensors? or reusing them somehow? UK has the most stupid laws ever. I am put off now. I won't listen to the laws even if I bought a Ebike. ESkateboard. EScooter Paying tax and insurance on a Electric Bike is stupid..that's makes it pointless. The whole point of Electric Bikes and whatever else is Easy. No Tax. No Lisence. Great Transport. No need for a driving licence But UK laws are stupid..I can name a lot of stupid laws

+iJamie8467x I do agree about the laws, however the reason for registering would be to travel above 30+ mph on the road everywhere. Insurance is useful if you have an accident. You won't pay tax on an electric vehicle.

Thats just stupid So you cant have a 600watt 15mph Electric Scooters and Electric Skateboards have to be licensed but if you Licence you cant drive on the paths They aint safe on roads either since the wheels and balance If you license you need to get driving lessons for Driving Lisence

@@andykirby funny you mention tax but sure enough the government are trying,soon every household will be paying a duty on electric,because fuel vat and duty will need to come from somewhere. I only use electric in my home for heating and that's it, but I'll be slapped with extra tax/fuel duty on electric. At which point il be getting electric motorbike/push bike,already have a car licence ,car insurance and tax so won't be doing it all again for bike that's for sure,plod can't pedal fast enough lol

if you passed your car test AFTER 2002 you have got to have L plates for a moped, no ifs or buts.

The VIN number may not be acceptable on a removable part of the frame, ie swing arm.

merlin 13 To clarify, you have to have L plates if you haven't got a *moped/motorcycle licence* or moped entitlement on your car licence. Irrespective of the date of your car licence, you can have a full moped or MC licence if you pass the appropriate test. This would be classed as a motorcycle because it can go above 30mph, so a moped entitlement on your car licence wouldn't suffice anyway.

I passed my test before 2002 and it allows me to ride up to 50cc without L plates or any other test. After 2002 it was a legal requirement to have L plates and appropriate documents.

Yeah, but that's only if you are riding provisionally, in other words you have to retake the CBT every 2 years. A moped rider can elect to get an AM license which means they are effectively no longer a learner and can remove the L-plates, carry passengers, and don't have to take the CBT anymore.

A Nother: I passed my test with a PLG in 1984 and that gave me a FULL licence for a motorcycle up to 50cc as well as certain other vehicles but NOT a motorcycle over 50cc, aslo I do not need L plates and can carry a pillion, confirmed by the police.

Iv just looked into the rules in the UK about electric scooters and they are illegal: Anything 2 wheeled with a motor and without pedals is classed as a moped and not allowed on the pavement. Its not powerful enough to use on the road (49cc minimum) and you would need valid insurance, license, licence plate and 0 CO2 tax disk (you cant even obtain any of them for an electric scooter) ridiculously outdated Laws! Lime and Bird scooter rental company's from LA wanted to come to the UK and this was the response from UK Transport Department! That SUCKS! expect a £75 fine for being caught using it. However: mostly if you are being well behaved and look like an upstanding citizen it is unlikely you will get stopped. That inst solid enough for me to risk it daily as a means of "Illegal" transport however. risking a £75 each day! and after you get caught once then use it again after you would always feel paranoid you will run into the same police at the same time and place (on a commute) and the second time around they would start becoming nasty to you for using it again! any feelings and responses welcomed please:)

Quickest way is to retro fit an actual motorcycle that's already road legal with a change of engine type. Keep that one as a push bike, as it is. Just keep it safe and sane.

+Alex Arcano yes it probably would be the quickest method but then it wouldn't be as easy to carry, it would be crazy expensive because you need more batteries and a bigger motor to shift a huge lump of metal. I truly believe that the future of transportation is small lightweight electric vehicles like this that don't cause pollution but they just need to go a bit quicker than a pedal assist Ebike. I regularly do 40miles on this bike and I wouldn't want to do that distance on a regular crappy pedal assist 250W Ebike if I'm trying to get somewhere.

I did start converting over a125cc bike years ago to electric but the battery technology wasn't there at the time (and still isn't really) and I couldn't get the range for my commute so I scrapped the idea. On a slight tangent, at about the same time as attempting to build my ev I wrote my electrical engineering project in college on the concept of eco friendly transport and drew a few annoying conclusions on it. Simply converting over to an ev is not a solution in and of it's self. That is just moving the problem from one place to another as the majority of our current electricity is provided by either coal and nuclear power stations, with renewables coming in last place, and our current national grid is incapable of supporting broad use of ev. It had been slowly changing but unfortunately the current government has cancelled the new wind turbine farms due to be put in place here in Scotland in favour of a new nuclear power plant. Joy. In my paper many moons ago, I even looked into using hydrogen fuel cells as a solution but hydrogen is a bugger to produce in any meaningful quantity, electrolysis being inefficient requiring a lot of power to obtain hydrogen from water or harmful chemicals to split down (usually) hydrogen peroxide to get hydrogen from. Also, Lithium batteries are toxic to the environment and need to be carefully disposed of when they degrade after maybe 3 to 5 years of use. Honestly we need a better method of producing electricity in the first place. Look into the life cycle of current ev technology and unfortunately, environmental impact wise, it's not much different to any other fuel efficient fossil fuel vehicle. To be truly eco friendly and low impact it currently needs to be locally produced (including all is components), recyclable and efficient with a truly renewable power source/supply and storage solution..... Which doesn't yet exist. I'm not saying converting to ev is bad, just that currently it's not at good as most people believe. I do intend to go ev, but the technology just isn't there yet to make it affordable, eco friendly and practical for extended commuting. Hell, you can get a small affordable motorbike to do over 120mpg now. As a hobby it's a great thing and I would love to see the concept taken further (it's amazing how well many 'back yard' inventions work) as well as how much it's going to be costing once everything is done as well as running costs. I'm hoping it's less expensive than a regular motorbike but I have my doubts. I'd love to be proved wrong though. 😀

+Alex Arcano interesting points there, I still feel electric is still more eco friendly, agreed it's not 100% green as it's being sold but it's definitely more sustainable. I'm already looking at converting my house to solar power and storing energy using batteries. (Maybe tesla's power wall) I am looking forward to the day I can power most of my activities this way.

Sorry mate but registering is a bad idea - flying under the radar is a large part of having an e bike. If you are gonna register it then just buy a motorbike because it will be better in almost every way.

The comments from people saying they don't want to have insurance etc. are quite funny. Do they think that not having insurance somehow indemnifies them from paying for any accidents they might have? Crash into a new car on your 1000W e-bike at 40mph and you could easily do £1000 worth of damage, which the car driver's insurance company will sue you for (or your widow/kids) insured or not. Crash into a pedestrian family man, rendering him incapable of doing his job and you could be landed with a bill that will finish you off financially. As always, those with no money have little to worry about, but if you own a house and have a pension you could be kissing both goodbye!
