One thing I know for sure: regulation is ALWAYS slower than innovation. Regulate security, and make a nice stable un-agile system that is inestimably LESS secure than we have today

Part of the problem of "public interest service" is this: a lawyer working for a govt agency or an NGO is practicing law. An economist working for a govt agency or an NGO is practicing economics. Technologists working for a government agency or an NGO are NO LONGER practicing engineering. They are no longer building, designing, operating, or getting certifications. At most they get some paper and review the engineering implications. But in terms of a significant public policy issue - in that environment, instead of advancing their skills, engineering are relying on their skills from the last time they did engineering (the phrase "well when I worked at Bell Labs we did [this]" gets uttered all too frequently inside the USG.) The challenge is having technological input from experts whose skill set is being kept fresh.
