A few items to note. He stops and bows his head with the lyrics "His mother's in a black suit, crying at a funeral". If you look at the pavement where he stops the pavement looks like a grave. He twice uses "As above, so below" in the lyrics. The phrase is not random. It has it's own Wikipedia page which states among other things "Among historians of philosophy and science, the verse is often understood as a reference to the supposed effects of celestial mechanics upon terrestrial events. This would include the effects of the Sun upon the change of seasons, or those of the Moon upon the tides, but also more elaborate astrological effects." It's interesting to note that the first time he uses the phrase as he literally steps into the rising morning sunlight (celestial mechanics) and says "here in the city we glow" (terrestrial event).
That's what it says, as she's knocking them down, the cost of living goes up, and then not being able to relate to way that politicians ignore the fact that their expense accounts are passed on to the tax payer. All born out as fact in regular political scandals, as opposed to average Joe who buys his own beer, and gets taxed to pay for everyone else's
