As someone who was born in 1975 I grew up with The Spirit Dark and Lonely Water PIF. It was shown from 1973 and well into the eighties. The little black boy (Terry Sue-Patt) would later become famous in the late 70's and early 80's TV show set in a school Grange Hill (1978-2008) as Benny Green.

I have doubts about the "I've fallen and I can't get up" thing being in anime at the time as if I'm not mistaken that clip was from Inuyasha..and the English dub of it at that. So I think you may be a bit off on that for the time period..it may have gotten in anime LATER but I doubt it was as early as you think, at least in original Japanese and not dubbed in the US. Also..I HIGHLY recommend watching a compilation of all the Wilkin's Coffee commercials..they are all short as crap but hilarious to watch even today.
