i mean yeah but if him visiting Ireland hasn’t happened yet it would make sense to say “he says he is going to visit Ireland” because he is GOING TO do it. It WILL happen in the future

To be perfectly clear, in indirect speech you would change "last week" to "the previous week" when you are talking about a previous week, not the most recent "last week." Someone's statement isn't "a universal truth'. 😀 The action 'speak English' happens at the same time with the statement, so we use past tenses to report that statement: 'She said' = simple action in the past, and ' she spoke' English = simple action in the past at the same time with the first action. 😀
